I want to make Cross Selling on Cart , if there are any extensions that allow for me to make it on virtumart ...

I think you can display that in the popup that displays when you add the product to the cart.
If this fits you, i think there is a setting in the the configuration

Yeah there is an option for that in the config. You can also show them in other places such as the category and product pages if you study the config.

If its not in the config then it won't be possible. I don't think you'd want related products in the checkout anyway, you need a clean and quick system on your checkout.

I assume you need to code the cart template to display the related items.. but what happens when two or 3 items are in the cart?

You can use the advertisment position, but that is often illegal.

Or you can use a module and use a template position below the cart.
