In order to be able to edit the settings manually set the "enable advnaced mode" to yes (bottom of the paypal_checkout configuration tab page)
This opens up the fields for manually entry.
(Apologies for forgetting to tell you about that in my first post, as it is far from obvious)

The path and right access are good.
I try to change path of open_basedir of my website server. I have the same issue.

All folders are created with good rights ( chmod = 755).
I don't understand what's change since virtuemart 4.2.2.
With virtuemart 4.2.0 i don't have this issue. It's work very nice as you can see in picture below but i want to update virtuemart.

Sites that resell extensions without authors' permission is a total disaster killing commercial extensions....
Try to send a report to hosting company and domain registrar where these sites selling warez stuff are hosting.
Edited: there are some other legal activity which should not be discussed on public. It's better to join to a private group at Facebook.

I hope this doesn't bother the developers, but some problems remain so basic for an online store that I don't know what to say. For example, Paypal has had problems for quite some time, this is the most basic thing in an online store. In my case I have been without Paypal for more than a year, if it were up to me it would not exist because of how problematic it is. But many customers do not make the purchase because they cannot pay through Paypal.
There are external plugins, but for something as basic as payment.....
I think that before spending time on new features, you should finish fixing the remaining problems, starting with the most basic ones until you get at least one basic store working well. There are some more of the payment.

The boxes that appear in the configuration for the data it requests, in my case it doesn't let me write/paste anything. It's like they're blocked.
Regarding what you say about API, I understand that it is not enough with an account like the one used for normal payment.
I spoke on the phone with a person from Paypal and he began to explain to me the data that the configuration requested, but when I saw that I couldn't write in the boxes, I told him to leave it.
Maybe you can explain to me what to do? I'm sure many people would benefit from it, not just me.

and in the
Media Files Settings
Check the value of the
Safe Path
Make sure that this folder is avilable for read/write access in your folder permissions on the server

I did not use the simple "click the button" onboarding and decided to manually configure PayPal checkout and get the details from the PayPal (account after creating an new API on the account) and getting the relevant details for the input into the relevant fields
The VM Plugin then verifies these with PayPal.
