Can you change shipping price after order has been placed?

I have a client who doesn't want to take payment on their site because their products are to varied in size and weight to work out the shipping. (they also want to manually check any orders before they confirm them with the customer).

So, is it possible to configure VM2 to not add shipping cost to the order in the cart, but then add it to the order in the back end once confirmed manually with the customer?

(I realise this seems a bit backwards but the client is adamant this is what they want)
