Customized Shipping Country Restrictions and Tweaks

A Canadian novelist is selling a collection of books to the UK and Ireland - exclusively due to Europe/UK negotiations - using PayPal.  We need to:

1. Restrict the Shipping Country to UK or Ireland.
2. Have no restrictions on the Billing Country.  Therefore, a Canadian can purchase and send to the UK as a gift, for instance.
3. Streamline the check-out process to one-page.
4. Help with minor setup issues.

In "Shipment Methods" there is already an option to select the countries you wish to ship to.

Set it to the United Kingdom and Ireland.

Payments can still be made from anywhere else in the world, but you can only ship to UK and Ireland.
