Add a Handling Fee

Hi all,
How can i add a handling fee of $5 if the weight of the items bought is above 10kg? I have a shipment method already that is conditional. I created another shipment method by weight, but both shipment methods appear for the customer to chose from and that is not what i want. What i want is lets say additional $5 for total items that weighs 10kg and above and i want it to only show if the items meets the condition (i.e 10kg) and it should not show if the weight of items bought is lower.

any ideas/help is appreciated.

Use both MIN AND MAX weight to filter this out.
