A custom plugin is just what it sais custom, it may very well exist. I have not seen it, but there are many things in this world that i haven´t seen. Speak with a developer and see if he can help You.

Only X orders
Only X products per order
Your request does not have enough information to propose a solution, but this need certainly to write a plugin(I have never seen such a plugin).
