States don't shows if the field is ordered after country

Hi!
I have a problem with custom fields "virtuemart_country_id" and "virtuemart_state_id".
I have added some state under the country "Norway". That was easy. And I can see those states when I order states before country, but if I order the stats after country I the states don't shows in the drop down list. What can cause this problem?

I use VM 3.0.9.1 and Joomla 3.4.3
