Takeaway Spend Offers - is there a plugin?

I am using Joomla 2.5/VM3. My company's clients are mostly takeaways and one useful requirement would be to have a plugin that adds spend offers onto the website.

So when a user's order is £10 or more, they get a choice of a free Margherita or 8" Garlic bread on the checkout or in a popup. This would then be needed to go on the admin order confirmation e-mail.

Is this possible? Is there a plugin for this? If not I hope it inspires someone to make one.
