how to Forced to Add/Edit billing address information when checkout?

i want to set must be to fill "Add/Edit billing address information"  when any client click checkout button. how can i do that ??pls help..thx

set the shopper fields to required .. in vm admin-> config -> shopper fields

how can i set required custom field with every time ?
i mean my custom field will clear when every time client to checkout.
