Address format

Hi,
The address format in for example    Bill To address is ordered with Country  before  State /Province/Region
I would expect it to be the other way, State /Province/Region  before Country.

VirtueMart 2.6.6 
PHP Version 5.3.3
Joomla  2.5.20 Stable

You can re-order them in the Shopper Field List - but the Country must be filled in first so that the State dropdown can be populated with the correct set of states (if that country has states/regions).
