How to modify state filed to text in VM when no state is added to country

Hi,
      I am working on VM 2, as virtue mart not providing all the states for each country so i want to modify state filed to text when to state is available for country. After filling it state filed details send to respective database table as well as invoice sheet.  Is it possible.? If yes then please suggest me respective file and method to solve it..
It's urgent..
