Inquery Cart not payment cart

in normal case when we click on product add to cart button, product will be added to the cart and after completing shopping we can check with payment. Now i want to achieve when i click to button, virtumart will ask me to place inquiry through a form. like in the website link http://premsons.biz/products please help me
