Ship to address STATE not being transferred from Bill to address

The page directly after the paypal checkout page says Missing value for COM_VIRTUEMART_SHOPPER_FORM_STATE. It seems that the STATE is not entered from the BILLTO address. What do I have to change to make it work as it is a pain having to change it when it should already be there.
Also after payment the customer has to CONFIRM ORDER which seems a bit redundant seeing that they have already paid through paypal. Is there a way of automatically confirming the order and going straight to the thank you for your order page after the paypal page?
