How to change pagination limit?

By default it shows 10, 20,40,100
I tried all options in configuration but it does not work.

Each category has own options (has own configuration).

I see it. Thank you for the hint. Kind of odd there is no global variable for that in configuration.

Global option exists, but if shop already has created categories, global wouldn't override individual settings.

Global option is just a template for future categories.
