administrator option?

As the administrator of the site, I have a customer in the UK that says they can't complete an order and have it saved in their cart
is there some way for me to able to see what's in their cart without having there password to login as them?

No, as unless the site has a save cart plugin installed then the cart is stored in the shoppers browser session.  As I understand it this plugin ( http://forum.virtuemart.net/index.php?topic=103570.0 ) saves the cart in the database so you could see that with phpMyAdmin.
