Error while posting IPN: Unable to find the socket transport "ssl"

This is a new Virtuemart2  installation, (test site) all latest versions. While testing a paypal payment in the sandbox i am getting the following emails sent instead of an invoice and orders are just left at "pending"

Error while posting IPN: Unable to find the socket transport "ssl" - did you forget to enable it when you configured PHP?, 396

i have googled it and surprised to find no results with the same message ? SSL is not turned on in VM

any suggestions please as to what would cause this ?
