Extra (unnecessary) step in the order process

Hi,

We noticed that VM2 has an extra (potentially) unnecessary step in the order process. If I order something from the shop and proceed to my shopping cart, I'm asked to fill in my details, select a shipping mthod, payment method and check the TOS, but even after I've completed all these steps and proceed with payment I'm asked to confirm my order in an additional step, before being redirected to the Payment provider. Can anyone tell me why this additional step is available and being used (VM2.0.8e, but VM2.0.14 behaves the same)? It seems like we don't trust our customers and want them to make absolutely sure the data entered is correct, before proceeding to actual payment.
