Agents to make orders for clients

I need to have agent users that can make orders for clients. They should login in the site and make the order. Is it possible?

Not sure if this is legal or not, but they could checkout as check filling customer details ... may be you should place an extra shopper field that each agent could place an identification code (e.g. agent1223) so you could be able to "track" which agent make an order
