how can i set hour & minute for Discount Rule end date?

Can i set hour & minute for Discount Rule end date not just the day and month?! can anyone help me? i saw in the modul options end date i can set hour, minute, secound but in the Discount rule and product availabilty i cant do this... plz help me!
