Ability to select either tax or no tax per item?

I have a client who wants the ability for a customer to be able to select items and choose if they pay tax on it or not. Since I can guess many are going to wonder why someone would allow this the reason is that they have business clients that make tax free purchase and they think that those clients may need the permission to also select items that they want to pay taxes on. Is this something that is possible with VM?
