Virtuemart upgrade to version 1.2 Now some features dead. Help!!!!

I've upgraded my site to Virtuemart 1.2b  I can't get the shhipping module to work.  Whan a module is enabled, I get a message when going to the next step that says:
Forbidden

You don't have permission to access /component/virtuemart/ on this server.

I'm not sure if it has something to do with the shipping module being outdated or  wrong shipping module.  I need a moduile where I can set the different destination areas and cost sfor each area.

Please help urgently. My shop is now broken.

In the Virtuemart backend admin, I also get this message.

Notice: Undefined property: JAdministrator::$JComponentTitle in /var/www/vhosts/swemgat.co.za/httpdocs/administrator/modules/mod_title/mod_title.php on line 13

Don't know if it is related.
