How to edit address format displayed in Cart and email?

I'd like to modify a couple of VM items. One is the Confirmed Order email message that gets sent to customers regarding their order. I'm unable to locate the text used to generate this email message. Can anyone tell me where to find the correct file to edit?

Also on the customer order form in the Cart, I'd like to re-arrange the order of the Billing / Shipping address info that is displayed to match what is a common format for the USA. The state, for example, shows up in a different location in the address listing that is displayed. Can anyone tell me where to find/edit the order of this text?
