place an order for existing customer

I am running Joomla version 1.5.21 and VirtueMart version VirtueMart 1.1.9.  I am wondering if there is a way for a site owner to place an order for an existing customer?  This would basically mean the site owner would need access to the customer's account so that they could put items in the cart and check out.  Ultimately the reason we want to do this is for those customers that place an order and would like the order to be billed and resent automatically each month.  We have not found another way to this (recurring orders) so we thought at least we could do it manually.
