Register a Customer from admin side

I'd like to register a customer from admin side (this would be useful to me to create some customers with username, password and customergroup assigned before they order anything) but it seems to me that I cannot do that directly from customers managing page... am I wrong?
In customer managing page there isn't a "new customer" button...
