Shipping Cost Jump To bottom- On IE, Safari, Chromo, and not on Firefox

For some reason, under IE, Safari, and Chrome, when i am choosing a shipping rate, If i choose the first shipping rate when i click next , the radio selector jumps to the last choice. However, if i follow to complete the pruchase, it give me the first original selected shipping cost. On firefox it fine.
