Shipping Charges change from checkout when I go to Paypal

My car works fine, and the shipping calculates great, but when the order is sent off to paypal, there is a percentage of 4.75% being taken off my Shipping Charges resulting in a different total to the user.

Does anyone have any idea where this might be coming from?
