Will Pay-Shipping to be added later

We are in need of a Virtuemart modification that accepts the order, but does not process it until the store owner puts in shipping costs.  It is the nature of several of our clients business that the shipping can not be configured automatically.

I'm not sure how one would go about this, but if you think you can do this, please let me know.
