How can I make a backup shipping method when UPS doesn't connect?

I've been having customers email me telling me that UPS is hanging up and not displaying any shipping methods. How can I make "Shipping based on order totals." the default backup shipping method when UPS isn't working / connecting?

Is this possible and if so how do I achieve this?

I'm currently using lowmips UPS shipping module which is excellent by the way.

Would appreciate feedback if possible.

You could edit your ups.php file and do a simple check to see if the xml file returned is empty and if it is switch to standard shipping.
