Custom Shipping Module

I'm looking for someone to design a custom shipping module that will calculate estimated shipping cost, based on customer address and product item details, by clicking a link/button in each product.  It would calculate each shipping method and show in a popup.

What do you mean by product details?  Are the attributes changing the weight?  You'll need a full API for this unless you merge with UPS or Fedex solution to calculate the costs?  Is that you're plan or is it to use another shipping provider?
