Error: unable to process services_rate : FEDEX

Hello All,

I have Fedex Module enabled for shipping. I created an account on Fedex and I got the account# and meter#. I placed this in the FedEx module Configuration. I placed the URL as https://gatewaybeta.fedex.com/GatewayDC

We have SSL certificate and have SSL enabled on our website.

But, Still I am getting this error:
Error: unable to process services_rate

Please help. I have tried searching the forums, but I am totally confused now. i don't know what I am missing or what is wrong.
