UPS Shipping Module Flat Rate?

Hello everyone,
I have installed the UPS module version 1.0 on joomla 1.5.6 and VM 1.1.2
My customer wants to have the following rate setup
UPS Ground
$5.45 per Order
$0.00 per Pound
$2.00 per item

They are not using Product's weight or dimension
The idea is: If a customer order 5 Items they will be charge
5 Items x $2.00 = $10.00
             Plus $5.45 per order
Order total       $15.45

How can I do that with the UPS module??
