FedEx Upgrades - Weight / Volume Handling-Fee Calculation

It was suggested that the FedEx shipping module should have Weight / Volume Handling Fee calculations built in that can be added to the FedEx charge returned from their servers.  As it is now, only a Flat handling fee is available for definition.

Another suggestion was to provide logic for packaging criteria - IE - how many products fit on a single pallet, calculate additional fees accordingly.

Considering the upgrades just made to WHIP - another idea is to add multiple-country configurations for the above mentioned ideas.

Are these ideas something that people would use?  Is something like this already developed?  It seems that it would be valuable to anyone that ships large quantities of product to a single purchaser.
