backend, Edit Shopper Group, empty form

Joomla: 4.3.4, VM: 4.0.22 10864

Hi,
problem, when we want to edit a shopper group [vm_ShopperGroup.png],
Shopper Group->Edit "Default Shopper Group".

Displays empty form, is not possible to edit data of any group. [vm_ShopperGroup-Edit.png]
It's possible to add new group, but again, after is not possible to edit data of this group (empty form) .

Does this look like an bug?
