Plugin for local shipment in Greece "BOX NOW"

Hello everybody,
we have in Greece a new shipping company that works with lockers. Is there a way for someone to create a shipment plugin-extension that works for j3 or j4 & vm3 or vm4 eshop? I have the API documentation from the shipping company but my knowledge is not that far. Any offer would be appreciated. I can assure you that many eshop owners in Greece would appreciate a new plugin for that shipment method. Shipping company url
