New payment method

Hello,
I am a beginner.

Joomal version = 3
virtuemart version = 3

I am using VP onepage checkout plugin on the cart page.
I decide to use another payment method that is offline and manually checking relatively. (cart to cart payment)

The user should fill and send the action information of card to card payment, in some fields. Some information like date, the id of action ,...

There are some plugins such as OfflineCreditCardProcessingForVirtueMart, but it is not what I want. I need other information of cart to cart payments.

Can I define a new form and it sends information to an email by clicking the final submit of cart page? (not a separate submit button)

Or any other idea?

Excuse me! Can you describe more?
I defined some shopper fields, But I want it to be as required field when the card to cart payment is enabled. How can I define new fields related to a payment method option?

Or is there a payment method that includes some fields which I customize that fields for my purpose?

Or any other idea?

use some javascript to display/hide  -and make required depending on payment method id
