Error vmError: Was not able to save the VirtueMart user data

Joomla Version:  3.9.21
VirtueMart 3.8.4 10335
PHP Version: 7.3.20

When I try to configure my shop ->Shopper Information -> Bill to Information.
I enter the information for the shop but it won't save. I get Error vmError: Was not able to save the VirtueMart user data. I tried a different name from the Vendor and that didn't work. The permissions are set to allow me (SuperUser) to edit all things. The user is set as the vendor.
Any help would be appreciated.

If I remember correctly, the user must already be registered as a shopper.

Thank you for your response. Unfortunately that is not it. The user was already registered as a shopper and the information for the shopper under the shop information still wont save.
