Edit order before payments

The system is working as is, but the "client" want to change a few thing...
Here is the scenario.
User makes an order, 3 items, cost 100 plus shipping 20 total to be paid 120, and user makes the payment...
until that everything goes fine...
Admin gets the email for the new order, admin checks the order and realizes the one of the items require a cooling box which translates in to an extra cost for the shipping, not only the cooling box but the time that is required for the item to stay "fresh" until open...
Some shipping companies has the type of cooling boxes require but sometimes we require specific cooling boxes or custom made, I know it looks messy...

So, is there a away that instead paying the order just save the order, instead of showing "please select the type of payment" to just show "Send order"
the order gets saved, admin gets the email, admin review the order makes a few changes for the cost, saves the order and sends an email to the client with... "Order ready to be pay", client click on the email link which take to the website showing the order but this time it shows a "payment method", client select it and makes the payment...

does ViertueMart has ti already and how to configure it, or do I require a component/plugin for that?

VM can't do this out of the box but nearly

use the standard VM payment plugin and just label it "Send Order"

Then you can edit the received order as admin

You could then send an email telling them to login and complete the order  - you will need to have some system to show them an alt. payment method and probably Daycounts "complete order" plugin. -> https://www.daycounts.com/virtuemart-add-ons/finalize-order-plugin
Daycounts also have other order related plugins  (send order etc) that may help your system
