Use only the highest discount

My customer runs a webshop with ~200 calculation rules and several products and categories. Most of the discount rules are assigned to categories. When he assigns a product to two categories which have discounts bot rules are applied. He asked me if it is possible in this case to use only one discount, which should be the highest one (percentege based)
Is it possible to do somehow?
