now shipping fee depend on country and zip number. Can I change it to depend on country and state?
OR change it to:
zip number to select box, (value 70600 (zip number) - show title "Quan 08"). because almost don't know zip number.

But you are best to clone the existing plugin and develop a new one based on that.

If you do not - updates will overwrite your changes.
