Configure shipment tariffs?

Hello,

What is a good way to configure shipment methods. I now have organised like this:
laagste - hoogste gewicht: tarief
0.0      - 1.0 : x tariff
1.1      - 5.0 : y tariff.
5.1      - 10.0: z tariff
And then I give the products a weight within in the range were it should belong.

And if I have a specific product without shipping costs because I want to promote that. But if the customer is adding an another product than suddenly the customer has to pay shipping costs what I don't want.

And I'm doubting about the thing, let say I give a product a weight of 0.6 kg. So if he ordered 1 he has to pay x tariff. But if he ordered two than he is running in the next range and he has to pay y tariff. Because I like that he is ordering two or more in such particular case I like that he has still to pay x tariff.

Or do I not understand it how to configure the shipment tariffs?

As u have found the std. weight/postcode ship plug is fairly limited in what it can do.. 

It does exactly as decribed.. you should look at something more complex/configurable like the VM Rules ship plugin -- google it
