Free webshop for invited users only?

Hello,

I am tryning to build an ecommerce website (virtuemart extension in a joomla website) where parents that suffer from poverty can get free things for their children. This leaves me with two questions about virtuemart:

1) Is it possible to take the payment part out of the shopping process? Or is that done automatically when the price is set to 0?
2) Is there a possibility within Virtuemart that only we as "webmasters" can create new users/costumers? (this is to prevent non-poor people to sign up as well)

Yes. You can either set the payment plugin to make no charge ever, or use 0.001 prices if you need to make a shipping charge.
