State Drop down not working

I am working on a client site at www.spg-inc.us/providence
I've used Virtuemart as a catalog before but not as a shop so forgive me if I am missing something simple. I am trying to set tax rule for Virginia and Tennessee. So I've set my rules under Tax and Calculation Rules and selected the country but it won't let me select a state. Clicking the state drop down just results in a blank box. Has anyone encountered this before?

And my apologies I meant to include that this is Joomla 3.3.6 with Virtuemart 3.0.14

I'm pretty sure that was a 3.0.14 bug, fixed in 3.0.16

But Joomla 3.3.6?  No Joomla 3.x version before 3.4.7 is secure unless well patched, and 3.5.1 is current.

3.3.6 is the version that came with my template. What do I need to do to fix the bug? Is there a way to update the virtuemart version without losing all the data I've already entered?

Make a backup copy of your site using Akeeba backup, install it in a subdirectory on the server or on localhost. Then test update that copy to Joomla 3.5.1 - if your template breaks then ask the supplier why he sold a quick install template with such an old Joomla version. If OK you can update the main site.
