Administration/Permissions plugin

Hi,

I'm trying to develop a plugin to limit a user in seeing orders. I want to link a certain user to a certain order status, so he can only see that specified order, with that specific order status.
Now I'm trying to develop it myself, but the documentation is very scarce. Can someone point me in the right direction? I can only assume that this won't be very hard to do..

Ok, I'm running on the latest Virtuemart Software. I have made a image so it may be a bit clearer what I'm trying to achieve:



You can select a certain access level, you can select a certain order status, and you can select multiple order statuses which are available for this access level. For example:

The "Manager" access level has access to the order status "Pending" and can put the order on the following order status': "Pending", "Confirmed" and "Shipped"
