Paypal - Restricted access!Order not found

Hello All,

I have just updated my website to the latest security fix for VirtueMart 2.6.22. I am now getting this error when trying to pay via Paypal

Restricted access!Order not found
Thank you for your order!
Your order has been processed.

It does not do this when i put it in maintenance mode and login as admin. So my guess is that it's a permissions issue.

I have reinstalled the plugins and tried almost everything including deleting paypal as a payment option and re-creating...
