Canadian Tax Rates - Provinces not showing

I am trying to configure the taxes. In the configuration of the tax, I can get the country for Canada but when I click on States, it does,t give me the list. I don't mind building the list but where is it stored?

I even tried it for the US and it won't pull up any states.

I have the exact same problem with Joomla 3.5 and Virtuemart 3.0.14 right now.

I can set the states directly in the database via phpmyadmin but thats not the fastest method to do it...

i have joomla 3.5 and vm 3.0.14 and the states are not populated in Tax and Calculation section. Only Countries are displayed.
Is this a vm 3.0.14 bug??

In database the virtemart_calc_states is empty.
The virtuemart_calc_country has the correct values for the Countries i populated.
The virtuemart_countries has the correct data.
The virtuemart_states has the correct data.

So the problem is that somehow the table virtuemart_calc_states does not add the data of the published states. It seems like a bub in VM 3.0.14

Any help is appreciated!
