VM 3.0.12 PayPal IPN not working or not set up.

Hi,

When customers use PayPal, the transaction stays at pending , and I do not get a VM notification.
From what I understand this is due to the IPN not not working.

How do I set it up correctly?  I am using the standard VM PayPal plugin.
