Select Area at site load

Please refer http://www.localbaniya.com  When a user opens the site for the first time, a pop up shows asking for the pincode or Area name . When the user enters that, the products for that area show up .

Is there any extn. in VM, which can do that.

Perhaps using multi-vendors?

Another solution, isusing manufacturer in session to have a perm filter(and this only change when you use the dropdown), this can be done as the current VM curencies module.
VIrtuemart have no multi stock option, if you need to use multiple stock, then you have to add product for each stock to have different IDs.
I don't know your exact project, hard to give a real answer.
