PayPal - doesn't send emails to vendor with pending status

Hi, (VirtueMart 3.0.6.2)

How to make Virtuemart/PayPal to send email to vendor with pending status order (when customer bought something but didn't paid via PayPal)
I have in Configuration selected pending order status in the field 'Default Order Status to send email to vendor ' and I have also transactions like this with pending status under Orders tab but no emails are coming.
