Shipping Method Plugin

I am working with a client who had been using Virtue Mart on his Joomla site in the past.  In creating a new site for him, I indicated that Virtue Mart requires a paid-for licensed plugin for Shipping Methods, with an active API code.  He insists he never paid anything in the past to access the shipping methods calculator for UPS and USPS.  Does anyone know if there used to be a no-cost methods for calculating shipping?

there used to be UPS and USPS plugins bundled free with VM1.1.

but that was then - now is now...  the UPS and USPS plugins are now commercial since VM2

Thanks for the quick reply.  I thought that would be the case, but needed some confirmation in order to inform my client.
