PayPal problem

Hello I have a problem with PayPal payment. Virtuemart 2.9.9.4 - Joomla 3.3.6
As payment methods I have bank transfer, by cash at my store and Paypal.
When a new user registers himself for the first time and logs in, when he/she goes to the cart, it happens that Paypal payment appears below products as default payment. I don't want this. I setted checkout step by step and it should asks me payment method later. The One Page Check Out is disabled. Delivery methods, in fact, correctly does not appear immediately and are properly requested in the next step.
The strange thing is that after the first order confirmed, this error is not repeated more: in the cart it doesn't appear PayPal as default but it is asked in the next step.
In virtuemart configuration I tried to put on and remove the check mark to items
- Show the steps of checkout
- Enable the automatic selection of the expedition?
- Enable the automatic selection of the payment?
but nothing changes ..
Where is the problem?
